How Do I Get The Clothes Into the Game?

I am a new Fashion Cents Addict and new to this forum. Can someone pleeeze tell me ho to get the outfits from other members onto my computer and into the game? I have downloaded the cutest tye dye outfits but they are just sitting on my desktop. I need step by step instructions. Thanx in advance to all.
